๐ About MCA-Nepal & the MCC Nepal Compact
Millennium Challenge Account Nepal (MCA-Nepal) is the official implementing agency for the Millennium Challenge Compact โ a $500 million grant agreement signed between the Millennium Challenge Corporation (MCC) and the Government of Nepal. The Compact aims to improve electricity availability, road infrastructure, and cross-border power trade with India, thereby accelerating Nepalโs economic growth.
The Compact officially entered into force on August 30, 2023, and will be implemented over a 5-year period.
๐ฏ Position Objective
As a Communications Manager, you will lead MCA-Nepal’s strategic communications, public affairs, and stakeholder engagement efforts. Reporting directly to the Executive Director, this role is vital in shaping public perception, driving stakeholder awareness, and amplifying the impact of MCC-funded development programs.
๐ Key Responsibilities
Public Affairs & Outreach
- Develop and implement a robust communications strategy with defined messages, outreach timelines, and stakeholder plans.
- Manage public relations, including events, media interactions, and political stakeholder engagement.
- Coordinate with MCC, US Embassy Public Affairs, and partner entities on communication efforts.
- Draft press releases, public statements, and speeches for MCA-Nepal leadership.
- Organize consultative meetings, press briefings, seminars, and stakeholder workshops.
Strategic Planning & Budgeting
- Create annual and monthly communications work plans aligned with MCA-Nepalโs project goals.
- Lead budget planning for public outreach and promotional campaigns in coordination with the finance team.
- Oversee public consultation processes in compliance with MCC’s environmental and social standards.
Content Creation & Media Management
- Supervise website development, branding, and publication of key materials in both English and Nepali.
- Engage with traditional and digital media to disseminate accurate program updates.
- Act as the official spokesperson for MCA-Nepal under the direction of the Executive Director.
- Commission journalists, photographers, or videographers to document Compact milestones.
Monitoring & Reporting
- Collaborate with Monitoring & Evaluation (M&E) teams to showcase success stories and data-driven results.
- Monitor political developments and recommend communications strategies accordingly.
- Ensure timely publishing of Board of Directors (BOD) meeting minutes on the official website.

๐ Educational Qualification
- Bachelorโs Degree in one of the following:
- Communications
- Development Communications
- Mass Communication
- Journalism
- Public Relations
- Community Development
- Business Administration or related field
๐ผ Professional Experience
- Minimum 5 years of experience in:
- Corporate Communications
- Public Affairs or Media Outreach
- Development Communication (preferred)
- Strong portfolio in creating impactful messages across various media.
- Experience managing branding, marketing campaigns, and public consultations.

- Excellent command over English and Nepali (written & verbal).
- Proficiency in MS Office, publishing, and digital communication tools.
- Strong interpersonal and stakeholder engagement skills.
- High integrity, discretion, and ability to manage sensitive political contexts.
