🔍 Overview:

Looking for a high-paying UN consultant job in gender and rural development? UN Women is hiring a National Consultant (Team Lead) for the Mid-Term Review (MTR) of its flagship Joint Programme on Accelerating Progress Towards Rural Women’s Economic Empowerment (JP RWEE). 🌏 Background:

UN Women, in partnership with WFP, FAO, and IFAD, is implementing Phase II (2022–2027) of the JP RWEE under the leadership of Nepal’s Ministry of Agriculture and Livestock Development. The programme targets rural women, particularly in Madhesh Province, to improve food security, income, leadership, and policy engagement through gender-transformative interventions.

As Team Lead, you’ll evaluate the programme’s progress, outcomes, and sustainability. You will assess its impact in five municipalities across Siraha and Saptari districts, informing future strategies and decision-making for a potential Phase III.


🎯 Core Objectives:

  • Lead the Mid-Term Review covering May 2022 to June 2025
  • Evaluate programme relevance, effectiveness, efficiency, and sustainability
  • Identify gender-transformative changes and gaps in climate-smart agriculture and economic empowerment
  • Provide evidence-based strategic recommendations and action plans

📌 Key Responsibilities:

  • Lead MTR framework design, methodology, and stakeholder engagement
  • Conduct desk review, FGDs, key informant interviews (KIIs), and field visits
  • Analyse gender, inclusion, economic empowerment, and climate resilience outcomes
  • Ensure inclusivity and participatory validation with rural communities
  • Deliver five core outputs including Inception Report, MTR Report, Action Plan

🌍 Field Coverage:

  • Districts: Siraha and Saptari
  • Municipalities: Karjanha, Laxmipur Patari, Sakhuwanankarkatti, Chinnamasta, Tilathi Koiladi
  • Wards: 13 selected wards from above municipalities

💼 Required Qualifications:

  • Master’s degree in Sociology, Development Studies, Economics, or related field
  • Minimum 10 years of experience in gender equality, rural development, or evaluation consultancy
  • Proven track record of conducting mid-term reviews or programme evaluations with international agencies
  • Familiarity with GESI policies, UN evaluation standards, and rural Nepal’s sociopolitical context
  • Excellent analytical, leadership, and report-writing skills
  • Fluent in English and Nepali (knowledge of Madhesh local languages is a plus)

💰 Payment Breakdown:

  • 30% – After contract signing and Inception Report

This is a home-based consultancy with 10 days of field travel to target municipalities in Madhesh Province for interviews, focus group discussions, and stakeholder workshops.
